It starts out using extremely inexpensive items and is significantly better once you can afford an expensive tri-elemental bow upgrade. 2. Summon Raging Spirit Necromancer (Witch)
This build is ranked second place in Standard but first in league and is considered the strongest minion build in the game.

The Summon Raging Spirit Necromancer build has strong damage against large groups of enemies and extremely high damage against bosses. Minion builds are popular budget builds and this is one of the highest damage budget build in the game. It's also one of the most inexpensive summoner builds to outfit. 3. Golem Summoner Elementalist (Witch)
The Golem Summoner Elementalist has excellent survival and is one of the best summoner builds in the game.

Build Guide
This build is very strong at survival, is inexpensive to gear, and is still capable of extremely high damage while using minions. As you progress you can start working towards the fairly inexpensive Primordial jewels which increase your damage with golems. You will also have an army of minions to take the damage for you and an elemental shield from your ascendancies. 4. Toxic Rain Trickster (Shadow)
The Toxic Rain Trickster is the best starter bow build on the list and does very high damage with an inexpensive bow.

The Toxic Rain Trickster can still deal unusually high damage with a level five Quill Rain unique bow which only costs a handful of Chaos Orbs. This build deals excellent damage when built on a budget with no expensive items required. 5. Oro's Fire Flicker Strike Deadeye (Ranger)
It's now recommended to play Oro's Fire Flicker Strike as a Deadeye after the removal of the Raider ascendancy in 3.25.

The Oro's Sacrifice Fire Flicker Strike Deadeye is the most budget friendly Flicker Strike build to start off with. It deals high damage with a very inexpensive corrupted Oro's Sacrifice weapon and a low cost corrupted Kaom's Heart body armor. The Mage Skeleton Summoner Necromancer is another great Necromancer build that's also one of the best budget builds.

Summoner Necromancers can summon mage skeletons with the Summon Skeletons of Mages gem or the legacy Dead Reckoning jewel. Mage Skeletons attack from a distance with spells which is sometimes safer than just using melee minions. 7. Shockwave Totem Hierophant (Templar)
The Shockwave Totem Hierophant is the strongest budget totem build for bosses in Path of Exile.

The Shockwave Totem Hierophant is an excellent build even on a budget because it only requires one or two very inexpensive Cold Iron Point weapons which give +6 to level of all physical spell skill gems and they can easily be purchased corrupted for a different implicit for a small amount of Chaos Orbs. HM. Freezing Pulse Totem Hierophant (Templar)
The Freezing Pulse Totem Hierophant is a great budget build and it has a very high damage ceiling with great equipment.

The Freezing Pulse Hierophant has one of the highest damage ceilings for totem builds while still being an excellent build to build on a budget. Freezing Pulse clears groups of enemies quickly and still does high damage against bosses. You will also have a minimum of four Endurance charges and four Power charges which is helpful offensively and defensively.
