2. Impale Cyclone Champion (Duelist)
Second place goes to the Impale Cyclone Champion which is one of the strongest Cyclone builds defensively.

The Impale Cyclone Champion has bonuses to Impale and very strong defensive ascendancies. You will receive a 25% life heal when you are low on health, remove all ailments and burning when you reach 25% life, and have constant Fortification. 3. Rage Vortex of Berserking Cyclone Berserker (Marauder)
The Rage Vortex of Berserking Cyclone Berserker is a fairly new Cyclone build that deals great damage on a budget.

With this build you will generate Ragestorms from the Rage Vortex of Berserking gem while channeling Cyclone. The Rage Vortex of Berserking Cyclone Berserker doesn't require an expensive high damage two hand weapon like the first two builds on the list. Instead it uses an inexpensive Paradoxica unique one hand and the unique Redblade Banner shield for Rage generation, warcry cooldown recovery, and infinite warcry power. 4. CoC Ice Spear Cyclone Inquisitor (Templar)
Ice Spear received a huge buff last season with the addition of Ice Spear of Splintering and moved up to fourth place.

The CoC Cyclone Forbidden Rite Occultist is one of the best Cyclone build in the game for clearing non-boss enemies.

This build summons up to six minions from the corpses of defeated enemies and corpses spawned with the Corpsewalker boots that each channel a single target attack while Cyclone is used to defeat larger groups of magic and normal enemies. With physical to fire conversion this build really starts to shine even without an amazing set of gear.

The Icestorm Cyclone Ascendant was heavily nerfed in a previous patch and is mediocre even with very high intelligence.
